The simple rule
Private property = no permit needed in almost every Arizona city.
If we can drop the dumpster on your driveway, in your side yard, or on a private lot, you don't need anything from the city. You're done. We can deliver and you can start loading.
Public right-of-way = permit required almost everywhere.
If the dumpster has to sit on a public street, in a marked parking space, or partially on a sidewalk or alley, your city likely requires a temporary Right-of-Way (ROW) or encroachment permit.

Coolidge, AZ
Private driveway placement = no permit. Public street placement is uncommon in most Coolidge neighborhoods, but if needed, contact the City of Coolidge Public Works office.
Casa Grande, AZ
No permit needed for private property. For public street placement, contact the City of Casa Grande Public Works department for a ROW permit. Typically $30-$75 depending on duration.
Florence, AZ
Town of Florence doesn't require a permit for dumpsters on private property. For street or alley placement, check with the Florence Public Works office before delivery day.
Queen Creek, AZ
No permit for private driveway placement. Public street placement is rare in QC's master-planned neighborhoods. If needed, check with the Town of Queen Creek.
San Tan Valley, AZ
STV is unincorporated, so dumpster rules typically fall under Pinal County. Private property placements don't need permits. For street placement, contact Pinal County Public Works.
Apache Junction, AZ
No permit needed for private property. Public street placement requires a permit through the City of Apache Junction.
Mesa, AZ
City of Mesa doesn't require a permit for private-property placement. Public street placement requires a Right-of-Way permit through Mesa's Transportation Department. Fees vary based on duration and location.
Gilbert, AZ
Town of Gilbert doesn't require a permit for private-property dumpsters. Street placement requires a ROW permit through Gilbert's Public Works department. Many Gilbert HOAs have additional rules — check your community before booking.
Chandler, AZ
City of Chandler doesn't require a permit for private placement. Street placement requires a ROW permit through Chandler's Right-of-Way office. Allow a few business days for processing.
Tempe, AZ
City of Tempe doesn't require a permit for private placement. For street placement, Tempe requires a ROW permit through their Engineering Department. Near ASU, parking and access can complicate things — plan ahead.
Phoenix, AZ
City of Phoenix doesn't require a permit for private-property dumpsters. Street placement requires a permit through Phoenix's Street Transportation Department. Allow several business days for processing — Phoenix permits are slower than smaller cities.
HOA rules: the other thing to check
Even if the city doesn't require a permit, your homeowners association might have rules. Common HOA restrictions include:
- Maximum number of days a dumpster can sit out front
- Designated placement spots (some require side yards, not driveways)
- Advance notice required to the association
- Plywood required under the dumpster rails to protect driveways
Communities with the strictest HOA rules in our area tend to be Power Ranch (Gilbert), Ocotillo (Chandler), Sun Lakes (Chandler), Seville (Gilbert), and the gated parts of Anthem at Merrill Ranch (Florence). Check your CC&Rs or call your HOA before booking — it takes 5 minutes and avoids fines.
